巴基斯坦的經(jīng)濟(jì)發(fā)展歷程始終伴隨著發(fā)展戰(zhàn)略的重大轉(zhuǎn)型。在獨(dú)立初期，巴基斯坦采取了以進(jìn)口替代工業(yè)化（ISI）為核心的發(fā)展模式，該戰(zhàn)略旨在通過(guò)培育國(guó)內(nèi)產(chǎn)業(yè)、減少對(duì)進(jìn)口商品的依賴來(lái)實(shí)現(xiàn)自給自足，表現(xiàn)為國(guó)家干預(yù)、貿(mào)易保護(hù)和對(duì)國(guó)有企業(yè)的高度依賴。然而到20世紀(jì)70年代，進(jìn)口替代工業(yè)化（ISI）模式在生產(chǎn)效率低下、尋租行為泛濫和出口增長(zhǎng)乏力等方面的局限性逐漸顯現(xiàn)。鑒于此，巴基斯坦在上世紀(jì)80年代啟動(dòng)了自由化改革，在90年代繼續(xù)推進(jìn)私有化轉(zhuǎn)型，最終在21世紀(jì)初形成了持續(xù)至今的更加市場(chǎng)導(dǎo)向型的經(jīng)濟(jì)體制。本報(bào)告從政治經(jīng)濟(jì)學(xué)的角度來(lái)考察巴基斯坦的國(guó)家發(fā)展戰(zhàn)略，通過(guò)對(duì)各階段的發(fā)展模式進(jìn)行實(shí)證分析，著重揭示其經(jīng)濟(jì)政策制定背后的政治語(yǔ)境，并闡釋政權(quán)更迭如何對(duì)后續(xù)時(shí)期的國(guó)家發(fā)展目標(biāo)產(chǎn)生影響。

本報(bào)告為復(fù)旦大學(xué)發(fā)展研究院“國(guó)家發(fā)展動(dòng)力”自主知識(shí)體系研究的階段性成果，由巴基斯坦學(xué)者埃賈茲·侯賽因（Ejaz Hussain）副教授撰寫，分為英語(yǔ)和西語(yǔ)兩個(gè)版本。

Pakistan’s economic journey has been marked by significant shifts in development strategies. In the early years after independence (August 1947), the country adopted an import-substitution industrialization (ISI) model, characterized by state intervention, protectionist policies, and heavy reliance on public sector enterprises. This approach aimed to achieve self-sufficiency by nurturing domestic industries and reducing dependence on imported goods. However, by the 1970s, limitations of the ISI model, including inefficiencies, rent-seeking behavior, and slow export growth, became evident. Consequently, Pakistan embarked on a gradual process of liberalization in the 1980s and privatization from the 1990s onward, moving toward a more market-oriented economy from the 2000s to the present. This chapter analyzes Pakistan’s national development models and strategies from the perspective of political economy. Each model is statistically analyzed with an analytical focus on highlighting the political context of economic policymaking and how change in regime has affected national development goals in the proceeding period.

El proceso de desarrollo económico de Pakistán siempre ha estado acompa?ado de importantes transformaciones en sus estrategias de desarrollo. En los primeros días de su independencia, Pakistán adoptó un modelo de desarrollo centrado en la industrialización por sustitución de importaciones (ISI). Esta estrategia buscaba alcanzar la autosuficiencia mediante el fomento de la industria nacional y la reducción de la dependencia de los bienes importados. Se manifestó en la intervención estatal, el proteccionismo comercial y una alta dependencia de las empresas estatales. Sin embargo, hacia la década de 1970, las limitaciones del modelo de industrialización por sustitución de importaciones (ISI) en términos de baja eficiencia productiva, comportamiento desenfrenado de búsqueda de rentas y débil crecimiento de las exportaciones se hicieron gradualmente evidentes. En vista de ello, Pakistán lanzó reformas de liberalización en la década de 1980, continuó promoviendo la transformación privatizadora en la década de 1990 y, finalmente, formó un sistema económico más orientado al mercado a principios del siglo XXI que continúa hasta el día de hoy. Este artículo examina la estrategia nacional de desarrollo de Pakistán desde una perspectiva de economía política. Mediante un análisis empírico de los modelos de desarrollo en cada etapa, se centra en revelar el contexto político que subyace a la formulación de su política económica y explica cómo el cambio de régimen afecta a los objetivos de desarrollo del país en períodos posteriores.

埃賈茲·侯賽因（Ejaz Hussain），現(xiàn)任巴基斯坦拉合爾經(jīng)濟(jì)學(xué)院社會(huì)科學(xué)系副教授。主要研究與教學(xué)方向包含比較政治學(xué)、國(guó)際關(guān)系、外交政策等，重點(diǎn)關(guān)注巴基斯坦、印度、中國(guó)、美國(guó)等國(guó)在國(guó)家發(fā)展治理與國(guó)際合作中的經(jīng)驗(yàn)比較，并在相關(guān)領(lǐng)域發(fā)表多篇學(xué)術(shù)論文與媒體評(píng)論。埃賈茲·侯賽因博士曾于2016年6月在復(fù)旦發(fā)展研究院訪問(wèn)交流，并多次參與復(fù)旦發(fā)展研究院組織的重點(diǎn)論壇、專著出版等學(xué)術(shù)項(xiàng)目與活動(dòng)。

Ejaz Hussain is currently an Associate Professor in the Department of Social Sciences at the Lahore School of Economics, Pakistan. His primary areas of research and teaching include comparative politics, international relations, and foreign policy. His work focuses on comparative studies of national development governance and international cooperation among countries such as Pakistan, India, China, and the United States. He has published numerous academic papers and media commentaries in these fields. Dr. Ejaz Hussain visited the Fudan Development Institute in June 2016 for academic exchange and has since participated multiple times in major forums, academic publications, and other scholarly activities organized by the institute.

Ejaz Hussain es profesor asociado del Departamento de Ciencias Sociales de la Escuela de Economía de Lahore, Pakistán. Sus principales áreas de investigación y ense?anza incluyen política comparada, relaciones internacionales, política exterior, etc., centrándose en la experiencia comparativa de Pakistán, India, China, Estados Unidos y otros países en la gobernanza del desarrollo nacional y la cooperación internacional, y ha publicado numerosos artículos académicos y comentarios en los medios de comunicación en campos relacionados. El Dr. Ejaz Hussain visitó e intercambió ideas en el Instituto de Desarrollo de Fudan en junio de 2016 y participó en muchos proyectos y actividades académicas organizadas por el Instituto de Desarrollo de Fudan, incluidos foros clave y publicación de monografías, etc.
