“上海論壇”是由國內(nèi)高校舉辦的最具國際影響力的品牌論壇之一。論壇創(chuàng)始于2005年，由復(fù)旦大學和韓國崔鐘賢學術(shù)院主辦，復(fù)旦發(fā)展研究院承辦，每年在上海舉辦年會。論壇以“聚焦熱點、薈萃精英、推進互動、增強合作、謀求共識”為宗旨。每年有近700位來自世界各國政府機構(gòu)、知名企業(yè)、一流高校、著名智庫和主流媒體精英參會，在全球治理、社會安全、生態(tài)治理、經(jīng)濟金融、科技創(chuàng)新、文化文明等領(lǐng)域，圍繞重大戰(zhàn)略性議題和發(fā)展問題展開對話交流和思想碰撞，挖掘并形成政策研究成果與產(chǎn)品，為中央和地方、政府和企業(yè)、學術(shù)機構(gòu)及智庫平臺做更好的服務(wù)。

2025年，上海論壇喜迎二十華誕，廿載成蝶，一路生花。4月24日，論壇2026年會將首次在上海世界會客廳拉開大幕。本屆論壇以 “重構(gòu)的時代：創(chuàng)新與共治” 為核心議題，匯聚中外頂尖專家，交流思想，分享洞見 ，貢獻智慧。于洞見分享里貢獻智慧，為時代變局下的全球治理探尋破局路徑。

開幕式嘉賓堪稱重量級：博鰲亞洲論壇理事長、聯(lián)合國第八任秘書長潘基文將做特別演講；美國前助理國務(wù)卿、美國國家情報理事會前主席、斯坦福大學弗里曼·斯波格利國際研究所研究員馮稼時（Thomas Fingar），稀宇科技（MiniMax）副總裁薛子釗，馬克斯-普朗克氣象研究所所長、美國地球物理聯(lián)合會會士Bjorn Stevens，全球產(chǎn)業(yè)組織（GIO）創(chuàng)始人及主席、復(fù)旦發(fā)展研究院技術(shù)創(chuàng)新戰(zhàn)略研究中心教授、曾任華為技術(shù)有限公司常務(wù)董事及EMT（集團管理團隊）成員的徐文偉將先后發(fā)表主旨演講，嘉賓覆蓋國際組織、外交、學術(shù)、科技產(chǎn)業(yè)等多元領(lǐng)域，全方位、多維度解讀時代命題。

當前，人類正經(jīng)歷以人工智能、量子計算、生物技術(shù)、綠色能源等為核心的第四次工業(yè)革命浪潮。技術(shù)突破不僅加速重構(gòu)全球產(chǎn)業(yè)鏈與價值分配方式，也深刻改變大國競爭格局與國際治理秩序。這些創(chuàng)新為生產(chǎn)力和可持續(xù)發(fā)展帶來了前所未有的機會，但它們同時放大了治理赤字、安全風險與倫理困境。算法偏見加劇了不平等，地緣政治和技術(shù)陣營化、治理碎片化威脅經(jīng)貿(mào)與科技的開放合作。在這一背景下，“重構(gòu)”不僅是技術(shù)迭代與產(chǎn)業(yè)升級的必然要求，更是全球治理體系適應(yīng)新格局、防止世界走向分裂對抗的關(guān)鍵出路。

Humanity is currently going through the Fourth Industrial Revolution, driven by artificial intelligence, quantum computing, biotechnology, and green energy. Technological breakthroughs are not only accelerating the reconstruction of global industrial chains and value distribution mechanisms, but also profoundly reshaping the landscape of major-country competition and the global governance order. While these innovations present unprecedented opportunities for productivity and sustainable development, they amplify governance deficits, security risks, and ethical dilemmas. Algorithmic biases exacerbate inequality, while geopolitical and technological factionalism, along with fragmented governance, threaten open cooperation in economy, trade and technology. Against this backdrop, “reconfiguration” is not only an essential requirement of technological iteration and industrial upgrade, but also a vital path for the global governance system to adapt to the new landscape and prevent the world from sliding into division and confrontation.

創(chuàng)新是驅(qū)動高質(zhì)量發(fā)展的核心動能，而經(jīng)濟結(jié)構(gòu)與全球權(quán)力格局的重構(gòu)正與之同步發(fā)生。歷次科技革命都引發(fā)了產(chǎn)業(yè)與經(jīng)濟秩序的根本性變遷，蒸汽革命推動了工業(yè)經(jīng)濟的崛起，電力革命催生了規(guī)模化制造業(yè)，信息技術(shù)革命則引領(lǐng)了服務(wù)業(yè)與制造業(yè)的融合。當前，新興技術(shù)革命正在推動產(chǎn)業(yè)體系向“高端化、智能化、綠色化”轉(zhuǎn)型。從全球數(shù)據(jù)看，科技創(chuàng)新對經(jīng)濟增長的貢獻率已從20世紀初的10%左右提高到當前的70%以上，并不斷催生新興產(chǎn)業(yè)、培育新業(yè)態(tài)、創(chuàng)造新需求。以創(chuàng)新實現(xiàn)經(jīng)濟轉(zhuǎn)型已不僅是發(fā)展問題，更成為國家戰(zhàn)略安全和國際影響力的核心議題。

Innovation serves as the core impetus of high-quality development, occurring in tandem with the reconstruction of economic framework and the global power landscape. Each technology revolution has triggered fundamental shifts in industrial and economic order: the First Industrial Revolution propelled the rise of industrial economy, the Electrical Revolution gave birth to large-scale manufacturing, and the Information Technology Revolution spearheaded the convergence of service industry and manufacturing industry. The emerging technological revolution is now accelerating the high-end, smart and green transformation of industrial system. Global data indicates that the contribution of technology innovation to economic growth has surged from around 10% in the early 20th century to over 70% today. It continues to spawn new industries, cultivate new forms of business, and create new demands. Achieving economic transformation through innovation is no longer merely an issue of development; it has become a core concern for national strategic security and international influence.

共治是防止技術(shù)民族主義失控、實現(xiàn)包容性重構(gòu)的必由之路。以人工智能為代表的新興技術(shù)治理需超越國家與行業(yè)邊界，建立“以人為本”的共識。聯(lián)合國推動《全球數(shù)字契約》，中國倡議成立世界人工智能合作組織，旨在彌合數(shù)字鴻溝，確保技術(shù)紅利惠及全人類。開源協(xié)作、跨國技術(shù)聯(lián)盟正在成為趨勢，開放合作是全球公平發(fā)展的催化劑。與此同時，面對技術(shù)濫用風險，需構(gòu)建敏捷治理體系。以多元主體共建治理生態(tài)，推動政府、企業(yè)、國際組織形成合力。以技術(shù)賦能提升治理效能，加快推進前沿技術(shù)應(yīng)用。以多邊主義促進創(chuàng)新與治理協(xié)同，維護全球南方發(fā)展權(quán)益。

Global governance is the sure path to prevent technological nationalism from spiraling out of control and to achieve inclusive reconfiguration. Governance of emerging technologies, represented by artificial intelligence, must transcend national and industrial boundaries to establish a “people-oriented” consensus. The United Nations promotes the Global Digital Compact, as China has proposed establishing a World Artificial Intelligence Cooperation Organization, aiming to bridge the digital divide and ensure that technological dividends benefit all humanity. Open-source collaboration and transnational technology alliances are emerging as trends, with open cooperation serving as a catalyst of equitable global development. Meanwhile, agile governance systems must be built to address the risk of technology misuse. The ecosystem of governance should be fostered by multiple players to form synergy among governments, enterprises, and international organizations. Governance efficacy should be empowered with technology to accelerate the application of cutting-edge innovations. The integration between innovation and governance should be promoted by multilateralism to safeguard the interests of development of the Global South.

“重構(gòu)的時代”不僅是技術(shù)經(jīng)濟范式的轉(zhuǎn)型，更是國際秩序和文明形態(tài)的十字路口。我們既面對大國博弈加劇的現(xiàn)實，也必須正視人類命運相互依存的基本格局。唯有通過創(chuàng)新突破發(fā)展瓶頸，通過共治管控戰(zhàn)略競爭，才能實現(xiàn)“萬物互聯(lián)”與“命運與共”的辯證統(tǒng)一。技術(shù)不應(yīng)淪為大國零和博弈的籌碼，而應(yīng)成為人類共同進步的基石；治理也不應(yīng)服務(wù)于陣營對抗，而應(yīng)成為構(gòu)建韌性共贏體系的橋梁。

The Age of Reconfiguration represents not only a transformation of the techno-economic paradigm but also a crossroads of international order and civilization forms. We confront the reality of intensifying great power rivalry, while acknowledging the fundamental reality of humanity's interconnected destiny. Only through overcoming development bottlenecks with innovation and controlling strategy competition by shared governance, can we achieve the dialectical unity of “interconnection” and “shared future”. Technology should not become a pawn in zero-sum games between major powers, but rather the cornerstone of humanity’s collective progress. Governance should not serve bloc confrontation, but instead act as a bridge to build a resilient and win-win system.

創(chuàng)新與共治，既是這個時代的迫切議程，也是關(guān)乎人類文明走向的哲學命題。讓我們以開放包容的胸襟、協(xié)同共進的智慧、面向未來的責任感，共同書寫智能時代的新篇章。
