當(dāng)?shù)貢r(shí)間2025年9月22日至25日，第36屆世界運(yùn)河大會(huì)在美國(guó)紐約州布法羅市舉行。這一年恰逢“世界十大運(yùn)河”之一的伊利運(yùn)河通航200周年，大會(huì)選址于此具有標(biāo)志性意義。來(lái)自中國(guó)的世界運(yùn)河歷史文化城市合作組織（WCCO）和大運(yùn)河傳媒代表團(tuán)參會(huì)。大運(yùn)河傳媒作為主辦方內(nèi)河航道國(guó)際組織（IWI）的18個(gè)理事單位之一，也是亞洲唯一理事。此次大會(huì)，WCCO和大運(yùn)河傳媒代表團(tuán)與IWI進(jìn)一步深化合作，為2026年桂林舉辦世界運(yùn)河大會(huì)預(yù)熱，并推動(dòng)北京通州申報(bào)大會(huì)主辦權(quán)。

交往：WCCO與IWI的歷史淵源

世界運(yùn)河大會(huì)始于1988年，前身為美國(guó)國(guó)家歷史運(yùn)河會(huì)議，1996年更名為現(xiàn)名。除2020年停辦一屆外，2025年已是第36屆。由內(nèi)河航道國(guó)際組織（Inland Waterways International Organization，簡(jiǎn)稱IWI）主辦，該國(guó)際大會(huì)旨在為全球運(yùn)河領(lǐng)域的專家、學(xué)者及從業(yè)者提供交流平臺(tái)，聚焦運(yùn)河文化及遺產(chǎn)保護(hù)、可持續(xù)發(fā)展及促進(jìn)旅游經(jīng)濟(jì)等領(lǐng)域，歷屆舉辦地包括美國(guó)、荷蘭、法國(guó)、德國(guó)及中國(guó)等多個(gè)國(guó)家。

其中，2012年、2019年在中國(guó)揚(yáng)州舉辦。

WCCO是中國(guó)大運(yùn)河原點(diǎn)城市揚(yáng)州，于2009年攜手國(guó)內(nèi)外60余座運(yùn)河城市共同發(fā)起成立，如今已有200多個(gè)會(huì)員。目前成功舉辦18屆世界運(yùn)河城市論壇，近年先后在巴拿馬、荷蘭、比利時(shí)開(kāi)展運(yùn)河交流活動(dòng)。2025年11月，作為《聯(lián)合國(guó)氣候變化框架公約》觀察員機(jī)構(gòu)，WCCO前往巴西出席聯(lián)合國(guó)第30屆氣候變化大會(huì)。WCCO深耕運(yùn)河文化專業(yè)性研究，先后出版《世界運(yùn)河辭典》、《中國(guó)大運(yùn)河藍(lán)皮書(shū)》等專刊著作，與聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署合作開(kāi)發(fā)首個(gè)應(yīng)用于全球運(yùn)河城市的聯(lián)合國(guó)2030年可持續(xù)發(fā)展目標(biāo)進(jìn)展評(píng)估體系。落戶揚(yáng)州的中國(guó)大運(yùn)河博物館則系統(tǒng)呈現(xiàn)了運(yùn)河發(fā)展的千年成就，為全球“運(yùn)河與歷史保護(hù)”實(shí)踐提供了極具參考價(jià)值的中國(guó)樣本。

WCCO的國(guó)際傳播媒體平臺(tái)“大運(yùn)河傳媒”作為IWI的理事單位，2024年首次受邀參加了在波蘭比得哥什舉辦的世界運(yùn)河大會(huì)。WCCO副秘書(shū)長(zhǎng)、大運(yùn)河傳媒總編輯王暉軍作大會(huì)主旨發(fā)言。

經(jīng)過(guò)WCCO推動(dòng)以及桂林市政府的共同努力，2026年，世界運(yùn)河大會(huì)將在中國(guó)桂林舉辦。這也將是世界運(yùn)河大會(huì)第三次在中國(guó)召開(kāi)。

大會(huì)主辦方、內(nèi)河航道國(guó)際組織（IWI）主席莎倫·萊頓表示，世界運(yùn)河大會(huì)讓全球矚目運(yùn)河、水道以及文化遺產(chǎn)，對(duì)加強(qiáng)國(guó)際間攜手合作具有廣泛意義。特別是來(lái)自中國(guó)的世界運(yùn)河歷史文化城市合作組織（WCCO）的加入，外部合作關(guān)系正持續(xù)蓬勃發(fā)展。

大家上午好！非常高興來(lái)到布法羅市，參加2025世界運(yùn)河大會(huì)。首先，請(qǐng)?jiān)试S我代表世界運(yùn)河歷史文化城市合作組織（英文縮寫(xiě)WCCO），向大會(huì)的舉辦表示熱烈祝賀。同時(shí)，向長(zhǎng)期以來(lái)關(guān)心、支持WCCO事業(yè)發(fā)展的萊頓主席，以及IWI的所有同仁，致以最衷心的感謝。

2009年，中國(guó)首批歷史文化名城揚(yáng)州聯(lián)合國(guó)內(nèi)外60余座運(yùn)河城市共同發(fā)起成立WCCO。揚(yáng)州因運(yùn)河而生、因運(yùn)河而興，其豐富多元的運(yùn)河文化，正是內(nèi)陸水道生態(tài)、文化、經(jīng)濟(jì)多維度價(jià)值的生動(dòng)縮影。比如，揚(yáng)州大運(yùn)河國(guó)家文化公園三灣核心展示園，將生態(tài)修復(fù)與文化展示完美融合，生動(dòng)詮釋了“健康水道，健康社區(qū)”的深刻內(nèi)涵；揚(yáng)州中國(guó)大運(yùn)河博物館則集歷史溯源、文化展示、科技體驗(yàn)于一體，系統(tǒng)呈現(xiàn)了運(yùn)河發(fā)展的千年成就，為全球“運(yùn)河與歷史保護(hù)”實(shí)踐提供了極具參考價(jià)值的中國(guó)樣本。

目前，WCCO已有200多個(gè)會(huì)員單位、70多位中外專家，始終以促進(jìn)運(yùn)河城市交流合作、共享發(fā)展經(jīng)驗(yàn)為宗旨。我們已成功舉辦16屆世界運(yùn)河城市論壇，近年先后在巴拿馬、荷蘭、比利時(shí)開(kāi)展運(yùn)河交流活動(dòng)。今年11月，我們還將赴巴西出席聯(lián)合國(guó)第30屆氣候變化大會(huì)，宣傳我們?cè)诜?wù)運(yùn)河城市應(yīng)對(duì)氣候變化方面的探索實(shí)踐。同時(shí)，我們還深耕運(yùn)河文化專業(yè)性研究，先后出版《世界運(yùn)河辭典》等?？?，與聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署合作開(kāi)發(fā)首個(gè)應(yīng)用于全球運(yùn)河城市的聯(lián)合國(guó)2030年可持續(xù)發(fā)展目標(biāo)進(jìn)展評(píng)估體系，涵蓋生態(tài)、社會(huì)、經(jīng)濟(jì)等維度，為運(yùn)河城市高質(zhì)量發(fā)展提供有力指導(dǎo)。

多年來(lái)，在WCCO與IWI歷任領(lǐng)導(dǎo)者的共同推動(dòng)下，雙方的合作關(guān)系日益緊密、成果豐碩。我們于2012年和2019年在中國(guó)揚(yáng)州承辦世界運(yùn)河大會(huì)，助力中國(guó)桂林市取得2026世界運(yùn)河大會(huì)舉辦權(quán)。IWI魯?shù)稀し兜挛南壬⒋笮l(wèi)·愛(ài)德華茲·梅先生等同仁先后多次赴中國(guó)揚(yáng)州訪問(wèn)，深入交流運(yùn)河保護(hù)經(jīng)驗(yàn)。萊頓主席也將出席今年10月?lián)P州世界運(yùn)河城市論壇。在此，我代表WCCO再一次向IWI各位同仁表示誠(chéng)摯的謝意。

先生們、女士們、朋友們！據(jù)初步統(tǒng)計(jì)，世界上有1000多條運(yùn)河，分布在100多個(gè)國(guó)家，運(yùn)河沿線坐落著4000多個(gè)城市和上萬(wàn)個(gè)古鎮(zhèn)，加上不計(jì)其數(shù)的歷史遺存，共同構(gòu)成蔚為壯觀的世界運(yùn)河文化景觀。保護(hù)好、傳承好、利用好這份寶貴的遺產(chǎn)，是大家共同的責(zé)任與使命。本次大會(huì)聚焦“維護(hù)多維度內(nèi)陸水道”，精準(zhǔn)把握了全球運(yùn)河發(fā)展核心需求，與WCCO的發(fā)展愿景——推動(dòng)運(yùn)河城市可持續(xù)發(fā)展高度契合，具有重要的現(xiàn)實(shí)意義與長(zhǎng)遠(yuǎn)價(jià)值。

Address at the 2025 World Canals Conference

Respected President Sharon Leighton, ladies, gentlemen, and friends,

Good morning! It is a great pleasure to come to Buffalo and attend the 2025 World Canals Conference. First of all, on behalf of World Historic and Cultural Canal Cities Cooperation Organization (abbreviated as WCCO), please allow me to extend warm congratulations on the opening of this conference. At the same time, I would like to express my most sincere gratitude to President Leighton, who has long cared about and supported the development of WCCO, as well as all colleagues of IWI.

In 2009, Yangzhou, one of China's first batch of famous historical and cultural cities, jointly initiated the establishment of WCCO with more than 60 canal cities at home and abroad. Yangzhou owes its origin and prosperity to the canal, and its rich and diverse canal culture is a vivid epitome of the multi-dimensional values of inland waterways in terms of ecology, culture, and economy. For example, the Sanwan Park of Yangzhou (one of the Grand Canal National Cultural Park) perfectly integrates ecological restoration and cultural display, vividly interpreting the profound connotation of "Healthy Waterways, Healthy Communities"; the China Grand Canal Museum in Yangzhou integrates the exploration of historical origins, cultural display, and technological experience, comprehensively showcasing the millennial achievements, and providing a valuable Chinese reference model for the global practice of "canal and historical protection".

At present, WCCO has more than 200 members and over 70 Chinese and international experts, and has always been committed to promoting exchanges and cooperation among canal cities and sharing development experience. We have successfully held 16 sessions of World Canal Cities Forums, and in recent years, we have carried out canal exchange activities in Panama, the Netherlands, and Belgium. This November, we will also travel to Brazil to attend the 30th United Nations Climate Change Conference to share our exploration and practice in supporting canal cities to address climate change challenges. Meanwhile, we have also been devoting ourselves to professional research on canal culture, having published specialized works such as "A CONCICE ENGLISH-CHINESE DICTIONARY OF WORLD CANALS". We have also collaborated with the United Nations Development Programme to develop the first assessment system applicable to global canal cities for tracking the progress of the UN’s 2030 Sustainable Development Goals, covering ecological, social, economic, and other dimensions, which provides strong guidance for the high-quality development of canal cities.

IWI serves as a vital partner and co-pioneer in advancing canal initiatives worldwide. As an influential international organization in the global inland waterway field, IWI is committed to integrating the multiple values of commercial transportation, recreational navigation, and cultural heritage protection. It has made positive contributions to promoting the sustainable development of inland waterways, building a global professional cooperation network for canal cities, and connecting global canal forces. The World Canals Conference, which it has worked tirelessly to develop, not only witnesses the global canals’ progress towards multi-dimensional sustainable development, but also provides guidance for canal management by promoting practical experiences, demonstrating its leading role in the industry, and offering valuable experience for the protection of world canal heritages such as China's Grand Canal.

Over the years, with the joint promotion of the previous leaders of WCCO and IWI, the cooperative relationship between the two sides has become increasingly close and fruitful. We hosted the World Canals Conference in Yangzhou, China in 2012 and 2019, and helped Guilin City, China secure the right to host the 2026 World Canals Conference. Colleagues from IWI, such as Mr. Rudy van der Veen and Mr. David Edwards-May, had visited Yangzhou, China many times to conduct in-depth exchanges of experience on canal protection. President Leighton will also attend the Yangzhou World Canal Cities Forum this October. Here, on behalf of WCCO, I would like to express my sincere thanks to all colleagues of IWI once again.

Ladies, gentlemen, and friends! According to preliminary statistics, there are more than 1,000 canals in the world, distributed in over 100 countries. Along these canals, there are more than 4,000 cities and tens of thousands of ancient towns, plus countless historical relics, which together constitute a magnificent world canal cultural landscape. Protecting, inheriting, and utilizing this precious heritage well is our common responsibility and mission. This conference focuses on "Sustaining Our Multidimensional Inland Waterways", which accurately grasps the core needs of global canal development. It is highly consistent with WCCO's development vision of promoting the sustainable development of canal cities and has important practical significance and long-term value.

In the days to come, WCCO will further leverage the unique advantages of an international organization and carry out deeper and more extensive cooperation with IWI. We will build more cross-regional and cross-field platforms for exchange and cooperation, promote more professional dialogues and experience sharing in canal-related fields, and at the same time, work hand in hand with all global enthusiasts and practitioners who love the canal cause. With stronger resolve, we will jointly open a new chapter in the protection, inheritance, and utilization of canals, and contribute to the sustained prosperity and development of world canal cities.

當(dāng)?shù)貢r(shí)間9月21日，內(nèi)河航道國(guó)際組織（IWI）舉行理事會(huì)和年會(huì)。WCCO和大運(yùn)河傳媒代表團(tuán)與會(huì)，并與IWI主席莎倫·萊頓等進(jìn)行會(huì)見(jiàn)，交流雙方未來(lái)如何加強(qiáng)運(yùn)河領(lǐng)域的國(guó)際合作。

IWI主席莎倫·萊頓表示，雖然IWI與WCCO可能在河流的保護(hù)、利用等具體議題上各有側(cè)重，但是雙方作為國(guó)際組織的使命和認(rèn)知高度契合。雙方應(yīng)以更加開(kāi)放的合作模式，如成立合作小組、開(kāi)展專項(xiàng)合作等加強(qiáng)聯(lián)動(dòng)，共同促進(jìn)運(yùn)河城市的國(guó)際合作與發(fā)展。

交流：向全球發(fā)出“桂林之約”

大會(huì)閉幕式上，桂林市副市長(zhǎng)孫環(huán)志從紐約州運(yùn)河管理局局長(zhǎng)布萊恩?斯特拉頓和伊利運(yùn)河國(guó)家遺產(chǎn)走廊委員會(huì)主席鮑勃?拉斯利夫手中接過(guò)象征大會(huì)舉辦權(quán)的號(hào)角。桂林市將于2026年9月7日至11日舉辦2026世界運(yùn)河大會(huì)。

2026年，全球目光將聚焦中國(guó)廣西。不僅因?yàn)檫@一年，新中國(guó)成立以來(lái)建設(shè)的第一條通江達(dá)海的運(yùn)河工程“平陸運(yùn)河”預(yù)計(jì)建成通航，而且將由桂林承辦2026世界運(yùn)河大會(huì)。桂林將以靈渠與平陸運(yùn)河為雙主線，向世界展現(xiàn)運(yùn)河文明的東方智慧。

2023年，桂林就申辦世界運(yùn)河大會(huì)工作到揚(yáng)州考察，交流借鑒揚(yáng)州舉辦大會(huì)的工作經(jīng)驗(yàn)。在廣西桂林爭(zhēng)取2026世界運(yùn)河大會(huì)主辦權(quán)時(shí)，WCCO牽線IWI，協(xié)助桂林舉辦了2023年世界運(yùn)河大會(huì)研討會(huì)，并提交申請(qǐng)。2023年10月26日，時(shí)任WCCO副主席、IWI主席魯?shù)稀し兜聹卦趶V西桂林宣布：IWI已經(jīng)批準(zhǔn)并授予桂林市和靈渠博物院2026世界運(yùn)河大會(huì)舉辦權(quán)。

WCCO在助力桂林申辦2026年世界運(yùn)河大會(huì)的同時(shí)也努力推動(dòng)靈渠申報(bào)世界文化遺產(chǎn)，2024年協(xié)助邀請(qǐng)聯(lián)合國(guó)教科文組織東亞地區(qū)辦事處主任夏澤瀚蒞臨靈渠論壇，與領(lǐng)導(dǎo)專家學(xué)者共同探討運(yùn)河文化的保護(hù)與傳承，為推動(dòng)靈渠申報(bào)世界文化遺產(chǎn)，籌備2026年世界運(yùn)河大會(huì)，打造桂林世界級(jí)旅游城市獻(xiàn)智獻(xiàn)策。

2025世界運(yùn)河大會(huì)匯聚了全球運(yùn)河領(lǐng)域的專家、城市代表及愛(ài)好者，共同探討運(yùn)河文化遺產(chǎn)保護(hù)、生態(tài)治理與可持續(xù)發(fā)展等關(guān)鍵議題。會(huì)議期間，桂林市代表團(tuán)通過(guò)現(xiàn)場(chǎng)布展、技術(shù)報(bào)告等多種形式，向世界展示了靈渠作為千年運(yùn)河的深厚底蘊(yùn)與獨(dú)特魅力，吸引了眾多與會(huì)專家及運(yùn)河愛(ài)好者的關(guān)注。在閉幕式環(huán)節(jié)，桂林市播放了城市宣傳片《秀甲天下 世界桂林》以及2026年世界運(yùn)河大會(huì)宣傳片《千年運(yùn)河 時(shí)代新航》，向全球發(fā)出“桂林之約”。會(huì)上，桂林市正式接過(guò)2026世界運(yùn)河大會(huì)舉辦權(quán)。

2026年的大會(huì)將首次以“千年靈渠的古老智慧”與“平陸運(yùn)河的時(shí)代科技”為雙主線，呈現(xiàn)運(yùn)河從歷史走向未來(lái)的中國(guó)視角與東方智慧，展現(xiàn)中國(guó)運(yùn)河文化與自然山水相融合的獨(dú)特魅力。桂林市已全面啟動(dòng)籌備工作，成立工作專班，開(kāi)通大會(huì)中英文專題網(wǎng)站（https://www.wcc2026guilin.com）。并積極推進(jìn)靈渠、平陸運(yùn)河及漓江等核心考察線路的優(yōu)化工作。

互動(dòng)：助力北京通州申辦世界運(yùn)河大會(huì)

此次參加2025世界運(yùn)河大會(huì)，WCCO和大運(yùn)河傳媒代表團(tuán)帶來(lái)了新的議題——助力北京通州申報(bào)世界運(yùn)河大會(huì)主辦權(quán)。

中國(guó)大運(yùn)河貫通南北，連接了很多重要的城鎮(zhèn)，而中國(guó)的首都北京正是運(yùn)河的北起點(diǎn)。位于京畿門(mén)戶的通州，自古即為漕運(yùn)要沖與倉(cāng)儲(chǔ)重地，素有“一京二衛(wèi)三通州”之譽(yù)，是大運(yùn)河上的重要樞紐。鑒此，張福堂向IWI鄭重建議，未來(lái)可以將北京通州列入世界運(yùn)河大會(huì)的舉辦地候選城市之列，進(jìn)一步豐富IWI與WCCO在中國(guó)的合作。王暉軍和IWI負(fù)責(zé)申辦工作的負(fù)責(zé)人就北京通州申辦大會(huì)事宜進(jìn)行了交流。

展示：代表團(tuán)成員分享運(yùn)河智慧

在IWI理事會(huì)和年會(huì)上，代表團(tuán)成員陳健、譚慧等被主席點(diǎn)名安排，分別圍繞《匯集運(yùn)河智慧助力創(chuàng)新型旅游產(chǎn)業(yè)》《用中國(guó)傳統(tǒng)中醫(yī)助推運(yùn)河活力社區(qū)》主題進(jìn)行了重點(diǎn)發(fā)言。

大運(yùn)河傳媒運(yùn)河智庫(kù)專家、常州華實(shí)市政工程有限公司總經(jīng)理陳健認(rèn)為，中國(guó)基建的力量可以匯集運(yùn)河智慧，助力創(chuàng)新型旅游產(chǎn)業(yè)發(fā)展。公司自成立以來(lái)，深度參與中國(guó)京杭大運(yùn)河流經(jīng)常州段的改造工程，做出了明星成績(jī)。積累了豐富的大運(yùn)河治理與城市基建協(xié)同經(jīng)驗(yàn)，并培養(yǎng)了一大批優(yōu)秀的施工團(tuán)隊(duì)、管理人才，為中國(guó)運(yùn)河沿線的城市做出了自己的獨(dú)特的貢獻(xiàn)。
