中央農村工作會議2025年12月29日至30日在北京召開。會議傳達學習了中共中央總書記、國家主席、中央軍委主席習近平對做好“三農”工作作出的重要指示。習近平指出，要錨定農業(yè)農村現代化，扎實推進鄉(xiāng)村全面振興，推動城鄉(xiāng)融合發(fā)展。

Chinese President Xi Jinping has called for solidly advancing rural revitalization across the board and promoting integrated urban-rural development, with a strong focus on agricultural and rural modernization. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks in his instructions on work related to agriculture, rural areas and farmers, which were learned at the annual central rural work conference held in Beijing from December 29 to 30, 2025.

自黨的十九大提出實施鄉(xiāng)村振興戰(zhàn)略以來，在黨的領導下，我國糧食產量不斷邁上新臺階，脫貧攻堅成果持續(xù)鞏固拓展，守住了保障國家糧食安全和不發(fā)生規(guī)模性返貧致貧底線，鄉(xiāng)村發(fā)展、鄉(xiāng)村建設和鄉(xiāng)村治理重點任務有序推進，鄉(xiāng)村振興取得了階段性顯著成效，廣大農村面貌煥然一新。黨的二十大對全面推進鄉(xiāng)村振興作出重要部署，黨的二十屆三中全會《決定》強調“必須統(tǒng)籌新型工業(yè)化、新型城鎮(zhèn)化和鄉(xiāng)村全面振興”。2025年中央一號文件聚焦進一步深化農村改革、扎實推進鄉(xiāng)村全面振興作出部署。從“全面推進鄉(xiāng)村振興”到“推進鄉(xiāng)村全面振興”，既反映了我國“三農”工作重心的轉移，也體現了鄉(xiāng)村振興內涵的拓展，前者強調的是全面推進，后者更加注重全面振興。

鄉(xiāng)村全面振興具有豐富的內涵。從領域來看，鄉(xiāng)村全面振興涉及農村經濟建設、政治建設、文化建設、社會建設、生態(tài)文明建設和黨的建設等各個方面，這就要求統(tǒng)籌規(guī)劃，協同推進各個領域建設，促進農業(yè)全面升級、農村全面進步、農民全面發(fā)展。從路徑來看，鄉(xiāng)村全面振興是包括產業(yè)振興、人才振興、文化振興、生態(tài)振興、組織振興的全面振興，這“五個振興”既是鄉(xiāng)村全面振興的重點任務，也是其實現路徑。推進鄉(xiāng)村全面振興，就是要統(tǒng)籌部署、協同推進“五個振興”，實現產業(yè)興旺、生態(tài)宜居、鄉(xiāng)風文明、治理有效、生活富裕。

【重要講話】

要全面推進城鄉(xiāng)、區(qū)域協調發(fā)展，提高國內大循環(huán)的覆蓋面。充分發(fā)揮鄉(xiāng)村作為消費市場和要素市場的重要作用，全面推進鄉(xiāng)村振興，推進以縣城為重要載體的城鎮(zhèn)化建設，推動城鄉(xiāng)融合發(fā)展，增強城鄉(xiāng)經濟聯系，暢通城鄉(xiāng)經濟循環(huán)。

Coordinated development between urban and rural areas and between regions should be promoted to increase the coverage of domestic circulation. We should give full play to rural areas as a consumer market and factors market and comprehensively promote rural revitalization. We should also promote urbanization with county towns as a pivot, promote integrated urban and rural development, strengthen economic ties between urban and rural areas, and smooth economic circulation between urban and rural areas.
