在2025中國香料香精化妝品工業(yè)年會暨精品博覽會(2025CAME)期間,中國香料香精化妝品工業(yè)協(xié)會(CAFFCI,簡稱中國香妝協(xié)會)國際事務(wù)部書面專訪了英國化妝品、盥洗用品和香水協(xié)會(Cosmetic, Toiletry and Perfumery Association, CTPA)法規(guī)事務(wù)主任Nicholas Shaw Nú?ez。

問:這是您第二次參加CAME,您對今年的整體感受如何?

This is your second time at CAME. What are your overall impressions of this year’s event?

答:CTPA很榮幸能夠連續(xù)第二年參加CAME,我們懷著與去年同樣喜悅和激動的心情體驗這一盛會。我們很高興能夠與眾多經(jīng)驗豐富、專業(yè)杰出的專家一道,在大會上分享心得,并聆聽中國本土化妝品行業(yè)的聲音,建立真正有價值的聯(lián)系。感謝(中國)香妝協(xié)會讓我們體驗中國化妝品之美。

It has been a great opportunity for CTPA to attend CAME for the second year running, and we experience it with the same amount of wonder and excitement. We are happy to contribute to the wealth of experience and distinguished speakers that will be sharing their thought leadership – and to be able to listen to the local Chinese cosmetics industry making truly valuable connections. Thank you CAFFCI for allowing us to experience Chinese beauty.

問:英國化妝品法規(guī)最近有何變化?在保障質(zhì)量安全方面重點關(guān)注哪些內(nèi)容?

What recent changes have there been in UK cosmetics regulations, and what are the main areas of focus in ensuring product quality and safety?

答:在英國,我們有幸依托于一套健全的監(jiān)管框架,為英國及全球消費者的產(chǎn)品安全與質(zhì)量提供持續(xù)的保障。CTPA目前的重點是通過完善行業(yè)內(nèi)規(guī)則,增強(qiáng)消費者信心。我們正在探討如何通過增加信息披露與透明度來提升消費者的信任感。CTPA正與英國監(jiān)管機(jī)構(gòu)合作,致力于將同等水平的安全與質(zhì)量延伸至網(wǎng)絡(luò)購物產(chǎn)品,為電子商務(wù)的發(fā)展及消費者行為的變化提供有力支持。

In the UK we have been lucky enough to rely upon a robust regulatory framework that continues to ensure safety and quality of products that are destined to UK and worldwide consumers. CTPA is now focused on the evolution of the rules around increased consumer confidence. We are looking at how do we increase consumer trust through the provision of information and transparency. CTPA is working with UK regulators to bring the same level of safety and quality to products bought online, supporting the rise of e-commerce and consumer behaviours.

問:在幫助企業(yè)保障產(chǎn)品安全和出口方面,CTPA有哪些經(jīng)驗可以分享?

What experience does CTPA have in helping companies ensure product safety and facilitate exports?

答:CTPA在2025年迎來了我們的80 周年慶典,這是一個極佳的時刻,讓我們回顧自己對英國化妝品與個人護(hù)理行業(yè)的貢獻(xiàn)。CTPA始終致力于為會員提供無與倫比的支持,為他們提供指導(dǎo)與資源、教育與學(xué)習(xí)機(jī)會,并促進(jìn)同行之間的交流。我們與英國政府保持持續(xù)合作,不斷審查允許用于化妝品中的成分安全性。CTPA為負(fù)責(zé)審查英國市場化妝品的安全評估人員提供教育與培訓(xùn),并與他們共同推動非動物實驗方法的引入。協(xié)會還與會員及英國政府?dāng)y手合作,推動形成適宜的貿(mào)易環(huán)境,幫助制定并維護(hù)國際標(biāo)準(zhǔn)以及公認(rèn)的最佳實踐。

CTPA is celebrating its 80th anniversary in 2025, a great moment for us to reflect on our contribution to the UK cosmetic and personal care industry. CTPA has always aimed to provide unrivalled support to our members, providing them with guidance and resources, education and opportunities to engage with colleagues. We work with the UK Government continuously to review the safety of the ingredients that are allowed for use in cosmetic products. CTPA provides education and training for safety assessors reviewing the products that are on the UK market and working with them on the introduction of non-animal methods. The association also works with members and the UK government to facilitate the right conditions for trade to happen, helping to develop and uphold international standards and recognised best practices.

問:在可持續(xù)發(fā)展方面,CTPA近期有哪些新舉措?

What new initiatives has CTPA introduced in the area of sustainability?

答:CTPA的《可持續(xù)發(fā)展戰(zhàn)略——化妝品行業(yè)通往凈積極之路》多年來一直引領(lǐng)著協(xié)會的行動。在此期間,我們致力于建立一個公開可用的“可持續(xù)發(fā)展中心”,作為信息資源庫,幫助企業(yè)在其可持續(xù)發(fā)展道路上前行。我們還為行業(yè)的可持續(xù)發(fā)展舉措發(fā)布了指引和最佳實踐,旨在確保企業(yè)能夠在首次決策時即作出正確選擇——例如我們關(guān)于“補(bǔ)充裝與再利用”的指引。CTPA目前正通過行業(yè)的共同努力,力求實現(xiàn)更大成效,并推動一系列項目,最終為企業(yè)、消費者以及全世界帶來積極成果。

CTPA’s Sustainability Strategy – Driving towards a net positive cosmetics industry, has driven the actions of the association for a number of years. In this time, we have aimed to provide a publicly available Sustainability Hub, a repository of information to help companies in their journey. We have also published guidance and best practice for industry in their sustainable initiatives, aimed at ensuring that companies can get their decisions right on the first time – such as our guidance on Refill and Reuse. CTPA is now working towards achieving more through concerted industry effort, and aiming to deliver projects that will eventually result in positive results for companies, consumers and the world.

問:展望未來,您認(rèn)為CTPA與CAFFCI還可以在哪些方面深化合作?

Looking ahead, in which areas do you think CTPA and CAFFCI could further deepen cooperation?

答:在日益全球化的行業(yè)與貿(mào)易環(huán)境中,我們愈發(fā)清楚地認(rèn)識到,通向未來的道路無法獨自前行。CTPA與CAFFCI的合作,或?qū)⒛軌蛟诳沙掷m(xù)發(fā)展、消費者溝通與宣稱等領(lǐng)域,反映行業(yè)的優(yōu)先事項與未來方向,從而提升化妝品行業(yè)的聲譽,并堅持以風(fēng)險和科學(xué)為基礎(chǔ)的商業(yè)化與安全原則。

In an increasingly globalised industry and trade world, it has become more apparent that we cannot journey into the future alone. CTPA and CAFFCI’s collaboration might be able to reflect the priorities and future of the industry in areas such as sustainability, consumer communication and claims, enhancing the reputation of the cosmetics industry and maintaining the principles of risk and science-based approaches to commercialisation and safety.

問:您也獲得了“國際友好合作伙伴”獎牌。能否分享一下您的獲獎感言?

You also received the “International Friendly Collaboration Partner” Award. Could you share your reflections on this recognition?

答:獲得這一殊榮是我們的榮幸,我相信這體現(xiàn)了CTPA與香妝協(xié)會通過持續(xù)對話所建立的互信。此項認(rèn)可并非屬于個人,而是代表了眾多人士為培育和發(fā)展我們兩協(xié)會之間的緊密關(guān)系所付出的努力與奉獻(xiàn)。

我們十分感激能夠成為香妝協(xié)會的友好合作伙伴,并期待以此為契機(jī),繼續(xù)深化合作,共同取得更加卓越的成果。

It is a privilege to receive this award, and I believe it reflects the trust that CTPA and CAFFCI have built through our ongoing dialogue. This recognition is not personal but rather represents the dedication of many individuals who have worked to nurture and grow the strong relationship between our associations.

We are grateful to count CAFFCI as a friend and look forward to honouring this award by continuing to strengthen our collaboration and achieving even greater results together.
