3月5日，國(guó)務(wù)院總理李強(qiáng)代表國(guó)務(wù)院，向十四屆全國(guó)人大四次會(huì)議作政府工作報(bào)告。周報(bào)君整理了中英雙語(yǔ)金句，摘錄如下：

一、2025年工作回顧

經(jīng)濟(jì)運(yùn)行總體平穩(wěn)、穩(wěn)中有進(jìn)，國(guó)內(nèi)生產(chǎn)總值增長(zhǎng)5％，總量達(dá)到140.19萬億元。

The economy remained generally stable, and steady growth was registered. Gross domestic product (GDP) grew by 5 percent, reaching 140.19 trillion yuan.

必須充分挖掘經(jīng)濟(jì)潛能、必須堅(jiān)持政策支持和改革創(chuàng)新并舉、必須做到既 “放得活”又 “管得好”、必須堅(jiān)持投資于物和投資于人緊密結(jié)合、必須以苦練內(nèi)功來應(yīng)對(duì)外部挑戰(zhàn)。

We must fully tap the potential of the economy; both provide policy support and pursue reform and innovation; both foster market vitality and conduct effective regulation; invest in both physical assets and people; and hone our own capabilities to navigate external challenges.

深入實(shí)施一攬子化債方案，有序置換地方政府存量隱性債務(wù)，持續(xù)壓減融資平臺(tái)數(shù)量，地方債務(wù)結(jié)構(gòu)不斷優(yōu)化。

We continued to implement a package of measures to address debt risks. As hidden local government debts were replaced in a well-ordered way and the number of financing platforms was further reduced, the structure of local government debts continued to improve.

數(shù)據(jù)要素潛力加快釋放，數(shù)字經(jīng)濟(jì)核心產(chǎn)業(yè)增加值占國(guó)內(nèi)生產(chǎn)總值的比重提高到10.5％以上。

The potential of data as a production factor was unlocked more quickly, and the value added of core digital economy industries exceeded 10.5 percent of GDP.

推進(jìn)重點(diǎn)行業(yè)產(chǎn)能治理，綜合整治 “內(nèi)卷式”競(jìng)爭(zhēng)成效顯現(xiàn)。

We pushed ahead with production capacity regulation in key industries and achieved notable progress in addressing rat race competition through holistic measures.

漸進(jìn)式延遲法定退休年齡改革穩(wěn)妥實(shí)施。

The reform to gradually raise the statutory retirement age was advanced in a prudent manner.

二、“十五五”時(shí)期主要目標(biāo)和重大任務(wù)

主要目標(biāo)部分指標(biāo)：

國(guó)內(nèi)生產(chǎn)總值增長(zhǎng)保持在合理區(qū)間、各年度視情提出；

全社會(huì)研發(fā)經(jīng)費(fèi)投入年均增長(zhǎng)7%以上；

單位國(guó)內(nèi)生產(chǎn)總值二氧化碳排放累計(jì)降低17％。

Part of the indicators for the main objectives of the 15th Five-Year Plan (2026-30) :

GDP growth within an appropriate range, with annual growth rates to be determined in light of actual conditions;

an annual average increase of at least 7 percent in nationwide development and research spending;

a total reduction of 17 percent in carbon dioxide emissions per unit of GDP.

著眼充分釋放我國(guó)超大規(guī)模市場(chǎng)紅利，縱深推進(jìn)全國(guó)統(tǒng)一大市場(chǎng)建設(shè)，破除地方保護(hù)和市場(chǎng)分割。

To fully leverage the strengths of our enormous market, we must further develop a unified national market and eliminate local protectionism and market segmentation.

著眼促進(jìn)人民精神生活共同富裕，弘揚(yáng)和踐行社會(huì)主義核心價(jià)值觀，大力繁榮文化事業(yè)，加快發(fā)展文化產(chǎn)業(yè)，提升中華文明傳播力影響力。

To ensure a rich cultural life for all, we must promote and practice the core socialist values, boost cultural programs, accelerate the development of cultural industries, and extend the reach and appeal of Chinese civilization.

我們將注重以政府投資帶動(dòng)社會(huì)力量參與，更好發(fā)揮重大工程項(xiàng)目強(qiáng)基礎(chǔ)、補(bǔ)短板、增后勁等重要作用。

We will better leverage government investment to encourage the participation of nongovernmental actors and give full play to the vital role of these projects in reinforcing foundations, shoring up weak links, and sustaining growth momentum.

三、2026年經(jīng)濟(jì)社會(huì)發(fā)展總體要求和政策取向

今年發(fā)展主要預(yù)期目標(biāo)是：

經(jīng)濟(jì)增長(zhǎng)4.5％—５％，在實(shí)際工作中努力爭(zhēng)取更好結(jié)果；

城鎮(zhèn)調(diào)查失業(yè)率5.5％左右，城鎮(zhèn)新增就業(yè)1200萬人以上；

居民消費(fèi)價(jià)格漲幅2％左右；

居民收入增長(zhǎng)和經(jīng)濟(jì)增長(zhǎng)同步；

國(guó)際收支基本平衡；

糧食產(chǎn)量1.4萬億斤左右；

單位國(guó)內(nèi)生產(chǎn)總值二氧化碳排放降低3.8％左右。

The main targets for development this year are as follows:

GDP growth of 4.5–5 percent, while striving for better in practice;

surveyed urban unemployment rate of around 5.5 percent;

over 12 million new urban jobs;

CPI increase of around 2 percent;

personal income growth in step with economic growth;

a basic equilibrium in the balance of payments;

grain output of around 700 million metric tons;

a reduction of around 3.8 percent in carbon dioxide emissions per unit of GDP.

要持續(xù)用力優(yōu)化支出結(jié)構(gòu)，更加注重支持提振消費(fèi)、投資于人、保障民生等方面。

More will be done to optimize its structure so that fiscal funds are used more cost-effectively, with priority given to boosting consumption, investing in people, and raising living standards.

各級(jí)政府要更好 “當(dāng)家理財(cái)”，建立健全增收節(jié)支機(jī)制，積極盤活利用存量資源資產(chǎn)。

We in government at every level should take better care of financial resources, establish sound mechanisms for increasing revenue and reducing spending, and make the best use of existing resources and assets.

暢通貨幣政策傳導(dǎo)機(jī)制，充分發(fā)揮數(shù)據(jù)要素、知識(shí)產(chǎn)權(quán)等無形資產(chǎn)作用。

We will smooth out the channels for monetary policy transmission and leverage the role of intangible assets such as data as a production factor and intellectual property rights.

四、2026年政府工作任務(wù)

深入實(shí)施提振消費(fèi)專項(xiàng)行動(dòng)。激發(fā)居民消費(fèi)內(nèi)生動(dòng)力和促消費(fèi)政策并舉，推動(dòng)消費(fèi)持續(xù)增長(zhǎng)。

We will adopt measures to stimulate the internal drive for household spending as well as polices to boost consumption, so as to propel further consumption growth.

支持有條件的地方推廣中小學(xué)春秋假，落實(shí)職工帶薪錯(cuò)峰休假制度。

Spring and autumn holidays will be introduced for primary and secondary school students in localities where conditions permit, and the system of staggered paid leave will be implemented.

推行普惠性“上云用數(shù)賦智”服務(wù)，持續(xù)加大對(duì)中小企業(yè)數(shù)智化轉(zhuǎn)型的支持。

We will promote inclusive services powered by the Cloudification, Big Data, and AI Initiative, and ramp up support for small and medium-sized enterprises undergoing digital and intelligent transformation.

發(fā)揮新型舉國(guó)體制優(yōu)勢(shì)，全鏈條推進(jìn)關(guān)鍵核心技術(shù)攻關(guān)。

We will tap the strengths of the new system for mobilizing resources nationwide to make breakthroughs in core technologies in key fields across entire chains.

強(qiáng)化改革攻堅(jiān)，深入破除體制機(jī)制障礙，增強(qiáng)高質(zhì)量發(fā)展動(dòng)力活力。

We should deepen critical reforms to remove institutional barriers and inject new impetus and vitality into our endeavors to pursue high-quality development.

加強(qiáng)對(duì)外資企業(yè)的服務(wù)保障，擦亮 “投資中國(guó)”名片。

We will enhance services and support for foreign-funded enterprises to make China a favored destination for foreign investment.

深入學(xué)習(xí)運(yùn)用 “千萬工程”經(jīng)驗(yàn)，提高強(qiáng)農(nóng)惠農(nóng)富農(nóng)政策效能。

We should continue to learn from and apply best practices from Zhejiang's Green Rural Revival Program to ensure that policies designed to strengthen agriculture, benefit farmers, and boost rural prosperity deliver greater outcomes.

堅(jiān)持民生為大，加強(qiáng)普惠性、基礎(chǔ)性、兜底性民生建設(shè)，努力為人民群眾多辦實(shí)事。

The people's wellbeing must always come first. We should ensure that public services are inclusive, meet essential needs, and provide a cushion for people most in need, and we should make every effort to deliver more benefits to the people.
