鄭永年表示，在當(dāng)今國(guó)際風(fēng)云變幻之際，中國(guó)尤其需要持續(xù)推進(jìn)開(kāi)放政策。過(guò)去幾十年，中國(guó)經(jīng)濟(jì)是在全球化的背景下快速成長(zhǎng)發(fā)展起來(lái)的，特別是粵港澳大灣區(qū)和長(zhǎng)江三角洲這兩個(gè)區(qū)域更是如此，中國(guó)經(jīng)濟(jì)已經(jīng)深深嵌入世界經(jīng)濟(jì)。沒(méi)有人會(huì)認(rèn)為中國(guó)處在封閉狀態(tài)下能夠?qū)崿F(xiàn)中國(guó)式現(xiàn)代化，恰恰相反，我們需要更高水平的開(kāi)放。

“我是新深圳人，此次APEC會(huì)議在深圳舉辦，我非常高興?！编嵱滥暾f(shuō)，過(guò)去的40多年，亞太地區(qū)是經(jīng)濟(jì)發(fā)展最快，也是最穩(wěn)定的一個(gè)區(qū)域，可以預(yù)見(jiàn)的是未來(lái)很長(zhǎng)一段時(shí)間亞太地區(qū)會(huì)是世界的經(jīng)濟(jì)中心。我們以前提出的“黃金內(nèi)灣”，香港、廣州、深圳這三大中心城市結(jié)合起來(lái)的話(huà)，個(gè)人覺(jué)得已經(jīng)是世界一流灣區(qū)了，而深圳連接著香港和廣州，因此此次APEC會(huì)議落子深圳這是非常重要的原因之一。其次，這次APEC會(huì)議的主題是開(kāi)放、創(chuàng)新、合作，而深圳就是開(kāi)放的產(chǎn)物，通過(guò)改革與創(chuàng)新、開(kāi)放與合作而快速發(fā)展成為一座現(xiàn)代化城市，APEC會(huì)議落子深圳恰好契合了會(huì)議主題。

“推進(jìn)中國(guó)式現(xiàn)代化，就必須推進(jìn)高水平開(kāi)放，而APEC會(huì)議就是開(kāi)放的產(chǎn)物，通過(guò)APEC會(huì)議將能有效賦能深圳乃至全國(guó)的高水平開(kāi)放?！编嵱滥曛赋?，這種高水平開(kāi)放包括包容式的多邊主義、規(guī)則規(guī)制管理標(biāo)準(zhǔn)的制度性開(kāi)放和單邊開(kāi)放三個(gè)層次的內(nèi)容。而在推進(jìn)高水平開(kāi)放中，深圳要從物的國(guó)際化，提升至人、制度和治理體系的國(guó)際化。

鄭永年期待，以APEC會(huì)議為契機(jī)，讓會(huì)議舉行期間的高開(kāi)放度持續(xù)落地，形成有效成果推動(dòng)深圳開(kāi)放水平躍上新臺(tái)階。

APEC會(huì)議與深圳要“雙向賦能”

鄭永年強(qiáng)調(diào)APEC會(huì)議與深圳要“雙向賦能”，認(rèn)為在APEC會(huì)議賦能深圳高水平開(kāi)放的同時(shí)，深圳從一個(gè)小漁村發(fā)展成為世界大都市的現(xiàn)代化經(jīng)驗(yàn)，對(duì)APEC其他發(fā)展中國(guó)家經(jīng)濟(jì)體也有著重要的借鑒意義，要把深圳的發(fā)展經(jīng)濟(jì)總結(jié)好，形成一個(gè)可復(fù)制可推廣的模式，通過(guò)APEC平臺(tái)持續(xù)講好深圳故事，讓其他發(fā)展中國(guó)家經(jīng)濟(jì)體不僅學(xué)到好的經(jīng)驗(yàn)，更樹(shù)立起未來(lái)發(fā)展的信心。

鄭永年還認(rèn)為，深圳的快速發(fā)展伴隨著我們國(guó)家全球化發(fā)展的過(guò)程，沒(méi)有全球化就很難理解深圳的崛起。因此在賦能APEC時(shí)，深圳還要繼續(xù)推動(dòng)全球化，一方面要繼續(xù)開(kāi)放市場(chǎng)，另一方面要高水平、高標(biāo)準(zhǔn)地走出去。

市民也要積極參與APEC會(huì)議籌辦

深圳如何做好APEC會(huì)議的籌備工作？鄭永年認(rèn)為，關(guān)鍵是要發(fā)揮專(zhuān)業(yè)主義精神，做好專(zhuān)業(yè)化、精細(xì)化，把國(guó)家宏觀的開(kāi)放政策轉(zhuǎn)化為積極的行動(dòng)。他同時(shí)也呼吁廣大深圳市民積極參與會(huì)議籌備，不斷提升自己的國(guó)際化素養(yǎng)，共同創(chuàng)造良好的會(huì)議環(huán)境。

“承辦APEC會(huì)議不僅僅是組織者們的事情，也是2000多萬(wàn)深圳市民的事情，大家都應(yīng)該以積極的態(tài)度參與進(jìn)來(lái)?！编嵱滥暾f(shuō)。

Shenzhen is in a race against time to prepare for November’s APEC meeting, united behind a single mission: “Excellence in Hosting, Warmth in Welcome.” In a recent interview with Shenzhen Special Zone Daily, Prof. Zheng Yongnian, dean of the School of Public Policy at The Chinese University of Hong Kong, Shenzhen, and president of the Institute for International Affairs, Qianhai, hailed the event as a source of limitless opportunities for the city’s future.

Zheng emphasized that amidst a volatile international landscape, China’s commitment to opening-up remains paramount. Reflecting on decades of growth driven by globalization — particularly in the Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta — Zheng noted that China’s economy is now inextricably linked with the global market. “Chinese modernization is impossible under a closed-door policy; it demands an even higher level of openness,” he stated.

As a “new Shenzhener,” Zheng expressed pride in the city being chosen as the host of the APEC gathering. He pointed out that the Asia-Pacific has been the world’s most dynamic and stable economic region for four decades and is poised to remain the global economic center in the years to come.

Zheng identified Shenzhen’s strategic role as the bridge between Hong Kong and Guangzhou as a key factor in its selection as the host. Moreover, the theme of this year’s APEC — openness, innovation, and cooperation — is the very DNA of Shenzhen. The city is a living testament to how reform and innovation can transform a small fishing village into a modern metropolis.

“APEC will empower high-level opening-up across Shenzhen and China,” Zheng stressed. He defined this “high-level” approach through three pillars: inclusive multilateralism, institutional alignment of rules, regulations, management, and standards, and unilateral opening-up. He urged Shenzhen to evolve from the internationalization of goods to the internationalization of talent, institutions, and governance.

Zheng envisions a symbiotic relationship between APEC and Shenzhen. While APEC accelerates Shenzhen’s internationalization, the city’s development model offers a blueprint for other emerging APEC economies. By sharing its success story, Shenzhen can provide both practical lessons and confidence to developing nations.

To sustain this momentum, Zheng argued that Shenzhen must continue to drive globalization by further opening its markets while expanding its global footprint with high-standard, high-quality enterprises.

When asked about preparations, Zheng emphasized the need for professionalism and meticulous execution, translating national macro-level opening-up policies into concrete local actions. He also issued a call to the city’s 20 million residents.

“Hosting APEC is not just the responsibility of organizers; it is a collective endeavor,” Zheng said. He encouraged citizens to embrace the spirit of the event, enhance their international awareness, and foster a welcoming atmosphere. “Everyone should get involved with a positive attitude to show the world the best of Shenzhen.”(Translated by Li Jing)

Bandar Seri

Begawan, Brunei

On November 15, 2000, the 8th APEC Economic Leaders’ Meeting convened in Bandar Seri Begawan, the capital of Brunei. Leaders focused their discussions on globalization, the new economy, the multilateral trading system, and human resources development. The summit adopted the APEC Economic Leaders’ Declaration: Delivering to the Community and the Action Agenda for the New Economy, which prioritized e-commerce, paperless trading, and talent cultivation. Notably, the meeting voiced support for China’s accession to the WTO.

As the capital of Brunei, Bandar Seri Begawan is located in the Brunei-Muara District on the southwestern shore of Brunei Bay. Covering an area of 100.36 square kilometers and home to 240,000 people, the city has an economy anchored by the oil and gas industries. Founded in the Middle Ages, the city rose to fame in the 16th century for its exquisite handicrafts. Today, it boasts the world’s largest surviving stilt-house settlement, known as the “Water Village,” which has earned it the nickname “Venice of the East.”

APEC商務(wù)旅行卡

該卡是亞太經(jīng)合組織為促進(jìn)亞太地區(qū)貿(mào)易投資便利化推出的一項(xiàng)多邊簽證便利政策。申請(qǐng)人一次申辦，五年有效，多次入境，每次至少可停留60天。各經(jīng)濟(jì)體普遍為持卡人提供通關(guān)便利。

APEC Business Travel Card

The APEC Business Travel Card (ABTC) is a travel document issued to business travelers and entrepreneurs from APEC member economies, designed to facilitate seamless and efficient cross-border travel within the Asia-Pacific region. Valid for five years, the ABTC allows cardholders to enjoy expedited visa processing and access to dedicated immigration lanes at participating airports, significantly reducing travel time and administrative burdens. It also permits multiple entries, with each stay lasting at least 60 days.

第二期APEC大講堂在前海開(kāi)講，邀請(qǐng)中國(guó)人民大學(xué)國(guó)際關(guān)系學(xué)院教授、博士生導(dǎo)師李巍等專(zhuān)家圍繞中國(guó)大國(guó)外交的國(guó)際環(huán)境作專(zhuān)題報(bào)告。

The second session of the APEC Lecture Series was held in Qianhai. Featured speaker Li Wei, a professor and doctoral supervisor at the School of International Studies at Renmin University of China, shared insights on the current international climate and China’s major-country diplomacy.
