國務院總理李強日前簽署國務院令，公布修訂后的《全國農(nóng)業(yè)普查條例》，自2026年5月1日起施行。

【知識點】

農(nóng)業(yè)普查是一項重大國情國力調(diào)查，是按照國家規(guī)定的統(tǒng)一時間、統(tǒng)一調(diào)查項目、統(tǒng)一填寫方法對全國所有農(nóng)戶、農(nóng)業(yè)生產(chǎn)經(jīng)營單位等進行的全面登記，是全面了解“三農(nóng)”基本情況、準確把握“三農(nóng)”發(fā)展變化的重要統(tǒng)計調(diào)查。

根據(jù)2026年新修訂的《全國農(nóng)業(yè)普查條例》，農(nóng)業(yè)普查對象是在中華人民共和國境內(nèi)的下列單位和個人：（一）農(nóng)村住戶，包括農(nóng)村農(nóng)業(yè)生產(chǎn)經(jīng)營戶和其他住戶；（二）城鎮(zhèn)農(nóng)業(yè)生產(chǎn)經(jīng)營戶；（三）農(nóng)業(yè)生產(chǎn)經(jīng)營單位；（四）村民委員會；（五）鄉(xiāng)鎮(zhèn)人民政府。

我國在1996年開展了第一次全國農(nóng)業(yè)普查，隨后按照《全國農(nóng)業(yè)普查條例》的規(guī)定，每10年為一輪，在逢6的年份，分別于2006年、2016年實施了第二次、第三次全國農(nóng)業(yè)普查。2026年是第四次全國農(nóng)業(yè)普查全面開展之年。普查的主要內(nèi)容包括：農(nóng)業(yè)生產(chǎn)條件、糧食和大食物生產(chǎn)情況、農(nóng)業(yè)新質(zhì)生產(chǎn)力情況、鄉(xiāng)村發(fā)展基本情況、農(nóng)村居民生活情況等。普查的標準時點為2026年12月31日24時，時期資料為2026年年度資料。

全面推進鄉(xiāng)村振興、加快建設農(nóng)業(yè)強國，是黨中央著眼全面建成社會主義現(xiàn)代化強國作出的戰(zhàn)略部署。強國必先強農(nóng)，農(nóng)強方能國強。沒有農(nóng)業(yè)強國就沒有整個現(xiàn)代化強國；沒有農(nóng)業(yè)農(nóng)村現(xiàn)代化，社會主義現(xiàn)代化就是不全面的。

It is a strategic plan the CPC Central Committee has made to advance rural revitalization across the board and accelerate the building of a strong agriculture, with a view to building China into a great modern socialist country in all respects. A country must first strengthen agriculture to make itself strong, and only when agriculture is strong can the country be strong. Without strong agriculture, there won't be a great modern country. The socialist modernization won't be complete without agricultural and rural modernization.
